From 2024 in Kazakhstan, new rules for foreigners in obtaining IIN and a number of other important documents, such as residence permits, will become effective. 

From February 24, 2024 the registration of IIN by non-residents of Kazakhstan is possible only at personal application for identification of the person. The corresponding law of the Republic of Kazakhstan № 50-VIII was adopted on December 23, 2023 and comes into force in 60 days from the date of official publication.

Until 2024, the IIN (analog of the Russian INN) could be issued in two ways:

  • at the Central Office of the Population (Population Service Center) of Kazakhstan in person or through a proxy;
  • at the Embassy of the Republic of Kazakhstan in Russia.


If earlier there were possibilities to open IIN in Kazakhstan remotely through a representative by power of attorney (to get it you needed a notarized power of attorney, certified notarized scans and application), then from February 24 to get IIN foreigner will need to personally appear in the registering state body of Kazakhstan, explained the essence of the innovation financial consultant Alexandra Wald.

On January 1, the pilot project for the provision of an IIN in Russia expired, and it has not been extended for 2024, a correspondent of RBC Investments was informed by the consulate hotline in Moscow.

Individual Identification Number (IIN) is a unique combination of 12 digits, which is generated for an individual during the initial registration in the information and production system of document production.

IIN is issued once for life for all state and financial operations: it allows to issue a SIM-card from a Kazakhstani telecom operator, open bank accounts and cards, apply to state bodies.

In addition, from January 1, 2024, foreigners, including Russians, will have to undergo dactyloscopic registration, reports the media center of internal affairs bodies of the Republic of Kazakhstan. According to the law, the procedure has become mandatory for persons who have reached the age of 16, when drawing up such documents as, for example, permanent or temporary residence permits, residence permits in Kazakhstan.

Dactyloscopic information is biometric data on the peculiarities of the structure of papillary patterns of fingers and (or) palms of hands of a person, allowing to establish his/her identity (fingerprints and palm prints).

Dactyloscopic registration is carried out in the migration service units at the place of stay. According to Article 443-1 of the Code of Administrative Offenses of Kazakhstan, refusal to undergo dactyloscopic registration entails administrative responsibility in the form of expulsion from the country.

In November 2023, a draft decree of the National Bank of Kazakhstan was submitted for public discussion, according to which banks cannot issue Visa and Mastercard cards to Russians without a temporary residence permit (RVP) in the country or a residence permit (VNZh). But this requirement did not come into force in the end, and the draft itself is now in the archives of the state portal of Kazakhstan.
